The EFDL wishes to respond to the free Willy boom. This is the consequence of the publics emotional expansion, placing more and more zoos under pressure for abolishing dolphin captivity.
EFDL goal is to respond to the dolphins benefit for sanitary transit, when facing delphinarium renovations. These renovations are required throughout Europe and overseas, to adjust themselves to the US norms.
There are more and more previous navy dolphins from eastern Europe, found homeless and in need of medical care prior to rehabilitation potentials.
This does imply, the creation of lagoons in collaboration with worldwide marine sanctuaries, quarantine facilities, Cetacea clinics and laboratories, to that of beneficial full time retreats, as many Cetacea may well never establish rehabilitation success.
